I can't reproduce it on Ubuntu 9.04, Inkscape rev. 22023 and 0.46.
Do you have the same behavior with other apps (in case it's a GTK or OS issue)?
If not, could you try a recent dev version (0.47pre1, http://sourceforge.net/projects/inkscape/files/inkscape/) and confirm you still have this bug?
