Confirmed on Ubuntu 10.10. Works correctly with Gimp, Evince and Krita, but not with myPaint and ImageMagick's display command. Unfortunately, that bug doesn't seem to come from a recent change (I didn't modify the href handling stuff), and thus I'll have to investigate again...
Apart from this URL issue, could you confirm that "open -a Gimp" style commands now work (at least with "absolute with no zero" paths).
