Just found a workaround:
1. Open you preference file (C:\Documents and Settings\%USERNAME%\Application Data\Inkscape\preferences.xml).
2. Search "bitmapeditor".
3. Remove replace the choices attribute value with the full path of your favorite bitmap editor (successfully tested with choices="C:\Program Files\GIMP-2.0\bin\gimp-2.6.exe").
