A discussion on InkscapeForum.com with another user who was experiencing this problem (http://www.inkscapeforum.com/viewtopic.php?f=22&t=678) found that it was caused by Inkscape being unable to find python. So it does appear to be essentially the same problem as bug 187290, as prkos has already suggested.
