I can't confirm this. Im on WinXP 7th March build, I changed the lang to de and Help menu works fine, python opens the links in my browser.

Do your python effects work ok? For example Effekte > Pfad modifizieren > Fraktalizieren?

What OS are you on and what Inkscape version are you using?
