OK,
I commented out the

$ sudo vim /Applications/Inkscape.app/Contents/Resources/etc/fonts/fonts.conf

<!-- Font cache directory list -->

<!-- <cachedir>/opt/local/var/cache/fontconfig</cachedir> -->

Now Inkscape 0.46, built Apr 6 2008 (Inkscape-0.46-3.TIGER.UNIVERSAL.dmg) works on OS X 10.4.11 Tiger

Although the console.log returns some warnings.
