That patch is for gtk+. Cairo doesn't need any patching to use the win32_printing_surface. Although as the win32_printing_surface was added during the 1.5.x development cycle you do need one of the cairo 1.5.x development snapshots (preferably the latest). Using a recent cairo development snapshot also provides the many PDF enhancements required to get good quality vector PDF export from Inkscape.
