Missing objects when opening file created with Inkscape 0.48.1 in Inkscape 0.92.3 (Windows 7)

Bug Description

We have a lot of files created with Inkscape 0.48.1 (Windows 7). When opening this files with Inkscape 0.92.3(Windows 7) some objects are missing.

Attached please find an example SVG file and screenshots viewing this file in Inpscape 0.48.1 respectively 0.92.3.

The WARNUNG text is also not displayed in Inkscape 0.91.

In this case, it's due to the <svg:flowRegion> being to small vertically, so the text doesn't fit. Text elements become unselectable in this case; see https://gitlab.com/inkscape/inbox/issues/1679.

In your special case, the minimum height for the flowRegion in Inkscape 0.48.1 appears to be slightly higher than in Inkscape 0.92.x onwards, so the text overflows in 0.92.x and doesn't in 0.48.1.

The change in the calculation was probably on purpose. The object should still be selectable, and ideally, show an "overflowed" indicator just as InDesign or others.
