filtered group must be filtered as a whole

Bug Description
Attached file renders in Inkscape as two identical blurred groups. But in Batik, they render differently: the top one is just two independently blurred objects (renders the same as Inkscape) and the bottom is a blurred group. Notice that in Batik the group first renders as a whole and then the result is blurred, which gives a different result at the boundary of the red and blue objects. Inkscape must render blurred groups the same as Batik.

I have to say, I have no idea, why this difference. The difference is not in how Inkscape renders filters on groups. As can be seen from the attached group_filtering .svg, Inkscape filters a group as a whole. (as it should)
Also, I tried and applied gaussian blur in Gimp on an exported, non-filtered bitmap image of these items, and it too seemed to agree with inkscape rendering. This was so, that I knew exactly, what I was applying gaussian blur on.
As these stand, I am dumpfounded as to why this is happening, but yet I can clearly see the difference between Inkscape and Batik renderings.
