I'm having the same issue on my computer.

Windows 7, 64-bit.

The installer was https://media.inkscape.org/dl/resources/file/inkscape-0.92.2-x64.msi

Version 0.92.1 does work. https://media.inkscape.org/dl/resources/file/Inkscape-0.92.1-x64.msi
