Bug #831012 has some comments why selecting by stroke width possibly won't work precisely as expected (rounding issues due to scaled objects or different units - stroke width in Inkscape is stored in px (SVG user unit) in the SVG source), and there are probably other feature request about this (I didn't to a in-depth search atm). I wonder whether this could easily implemented as simple menu option - or would that menu then rather be called 'fuzzy select by stroke style'?
