german keyboard: path editing keys with AltGr don't work

Bug Description
The path node rotation shortcuts [] don't work on a German keyboard where
the AltGr key is required to type the brackets; <> for scaling of the node
selection work.
It would be desirable however to have a more direct way to precisely edit
the node selection - in Blender 3D there are some nice ideas, basically you
have the same transformations for node selections as for objects. For
Inkscape this would translate to the applicability of the 2D
scale/rotate/shear manipulators on objects for a node selection. As a
rotation center, there should be a globally active rotation center which
can e.g. be matched to the centroid of the node selection (which may be a
single node).

Yes, this is a known bug. You can work around it with defining your own key bindings for those funktions.
