It's a known issue in MSYS2 builds.
(The background is that we use a mingw-w64 based version of cmake that uses native Windows style paths but the version of bzr is cygwin based and therefore uses cygwin style paths - as bzr is stupid it chokes immediately when cmake invokes it with native Windows style paths).
I looked into the issue once and it certainly is solvable but requires some manual fiddling with the path. As at that point "Inkscape was moving to gitlab any day know" I saved the effort for after the migration. Seems the migration is taking a bit longer now than initially planned, though.
