Well, the problem is not of the package in ubuntu, which is correctly built against libmagick++-6.q16-7 instead of libmagick++-6.q16-6v6.

Whoever maintains the PPA ppa:inkscape.dev/stable has to do another upload to rebuild inkscape there.
