The inkscape045.svg file has:

     inkscape:window-width="1280"
     inkscape:window-height="968"
     inkscape:window-x="-4"
     inkscape:window-y="-4"

which means it must open at the top of screen. And indeed it does here on
Linux. Is this not the case for you on windows? Please try the exact file
that you linked to.
