Selecting and moving items often grabs the wrong thing

Bug Description
I'm using 0.92
Often it seems like after I carefully select a bunch of items I want to operate on (typically, moving them) Inkscape will end up moving something else instead.
This feels like a regression (or difference anyway) from the previous release (might have been 0.91 I am thinking of).
Here's a scenario:
1. Two small rectangles enclosed within a larger rectangle
2. The smaller rectangles have a border but no fill
3. Shift-click to select both smaller ones
4. Click within one of the small rectangles, and drag
5. The large rectangle moves
It seems like clicking the transparent area means your selection is changed at that same moment.
This is meant to be a very obvious example. But this is more subtle than it sounds because it makes moving text around very hard - its easy to hit empty space instead of the stroke.
In other cases it is also easy to "miss" slightly and click the wrong image and your selection gets ignored.
This constantly happens to me even when I am aware of it - it just makes Inkscape harder to use than it should be.
Maybe the tolerance for the select tool needs to be wider, not sure how that works.
