I couldn't reproduce this. Everything seems consistent between the font face and font size toolbar controls
* Changing values then tabbing out of both the font face and font size has no effect.
* Changing values then hitting Enter of both the font face and font size seem to take effect in the dialog
* Selecting from the dropdown menus also both seem to take effect in the dialog
Can you provide steps to reproduce ?

I couldn't reproduce this. Is this in the dialog or toolbar ?
Is it when editing existing text or new text, maybe for new text your "Set as default" size translates to 1em ?
