hot keys still not working with non-latin layouts

Sorry, I couldn't find my previous submission on this, so I
am making a new one. This problem exisis since March 2004
as I remember.

I am using the latest CVS snapshot, and still, when I switch
to Russian layout, no hot keys work - even the most simple
ones like Ctrl+S, Ctrl+C, Ctrl+V, etc. When I am working with
Russian language, I have to switch back to English layout in
order to use the hot key combinations, and then back to
Russian.

Using inkscape 0.46 and 0.47 pre under windows xp sp2 russian edition and problem is (i guess still the same for last years - couse I'am using Inkscape only for a few mounths) when for example I used object text and added few elements with non-latin symbols my keyboard layout is russian. Then any hotkeys combination doesn't work -- I have to switch to latin again and only then I can use this functionality. This is very unconvinient to control the layout of keyboard all the time.
