Hi John,
The "Low" importance refers to Ubuntu as a whole, not just to the Inkscape package. If you compare an annoying bug in Inkscape with something like a crash in the Linux kernel or the Xserver, it will clearly be of relatively low importance to the Ubuntu developers.
You would probably be more interested in the upstream importance for the Inkscape project, which is currently set to "Wishlist"
