Actually, it appears Pango is using the OS/2 weight (Fontforge: Element->Font Info...->OS/2->Misc->Weight Class). Here are the values:

  Museo Sans Rounded 100: 250
  Museo Sans Rounded 300: 300 Light
  Museo Sans Rounded 500: 400 Book
  Museo Sans Rounded 700: 600 Demibold
  Museo Sans Rounded 900: 700 Bold
  Mueso Sans Rounded 1000: 900 Black

250 Is mapped to Light, preventing 300 from being added. Changing 250 to 200 allows Inkscape to see both.
