CSS does not define a weight of 1000. I don't see a weight of 1000 listed in the CSS3 Fonts Module working draft. If you think that this is important then you should send a comment to the CSS working group. There will be a public comment period and all comments must be responded to before the spec can be finalized, but it would be best to contact them earlier.

Pango does include weight of 1000.
As for the "synthetic" fonts (generated by Pango), I plan on turning those off.
