Tested on Windows XP (32-bit) with Inkscape 0.91 and trunk rev. 14654.
When creating the circle, the status bar says it's an ellipse, but when I release the mouse button to create the object and then select it with the Selection tool, it correctly says it's a circle.
How did you create your circle? Note that the values in the control bar are not *very* accurate. In a case where you had an ellipse (different rx and ry) and then use the tools control bar to set the same value to the H and W entries, you're not sure it's exactly the same rx and ry in the SVG file. To be 100% sure, you can use the XML editor (Shift+Ctrl+X) and check that your object has an r value instead of rx and ry. If not, you can affect the same value to both attributes with the XML editor, and the ellipse should be correctly changed into a circle.
Could you please test again and confirm?
If it still doesn't work, don't hesitate to attach and example SVG file and a screenshot showing your circle and the status bar message.
Thanks for taking the time to file a report!
