“export as” button is misleading

Bug Description
The “export as” button in the "Export PNG Image" dialog is misleading. Normally a button labelled thus will actually export. When you press it you even get a “save” button on the next dialog - but in fact it doesn’t save. You need to press the “export” button below it.
There are three possible fixes I can think of:
1. minimal change - change the label on the first button to “browse” or “…” label instead. Change the label on the button in the resulting dialog to "select".
2. make the "Export as" button actually export something, and keep the second button as is for exporting with the same settings.
3. Save a bit of screen space by combining both buttons into a single widget, a "save" button with an arrow next to it that open a small dropdown list with both "Export" and "export as", so the user can select whether to browse for a folder or just save with the last name and path. Again, this one button should actually export in both cases.
2 or 3 are preferred as they remove a step in the process and make it easier for the user to export.
