- reproduced on Windows 7 (32 bit), Inkscape 0.91 r13725 (Jan 30 2015), using native Windows File->Import dialog.
  In this case the File->Import dialog does not allow the multiple selection of files.

- not reproduced if the GTK open/save dialog is used. (Go to Edit->Preferences->Interface->Windows->GTK open/save dialogs.) In this case the multiple selection is allowed in the import dialog, and both files import successfully. However I get the following warning messages:

(inkscape.exe:5572): Gtk-WARNING **: Attempting to store changes into `C:\Users\Alvin\AppData\Local\recently-used.xbel', but failed: Failed to rename file 'C:\Users\Alvin\AppData\Local\recently-used.xbel.POR05X' to 'C:\Users\Alvin\AppData\Local\recently-used.xbel': g_rename() failed: Permission denied

(inkscape.exe:5572): Gtk-WARNING **: Attempting to set the permissions of `C:\Users\Alvin\AppData\Local\recently-used.xbel', but failed: Permission denied

These warnings do not appear if I import just a single file.
