It appears that this has already been refactored in current Inkscape master: https://gitlab.com/inkscape/inkscape/blob/master/src/inkscape-application.cpp

Obviously this wasn't around back then, but you can now submit code changes as a merge request on GitLab: https://gitlab.com/inkscape/inkscape
