[Win32] remember status of the file preview panel in Windows build, using native dialogs

Bug Description
As noted previously, Bug 802904, the native file open dialog on Windows does not show a file preview for svg files. The GTK dialog does show a preview. Since the native dialog does not show a preview, it would be nice to permanently disable the panel that normally shows the preview. The GTK dialog contains a checkbox for disabling this panel. The native dialog does not contain such a checkbox. You can temporarily disable the preview in the native dialog by clicking on an icon at the top, but this setting will be forgotten the next time you open Inkscape.

I'd totally agree if the preview panel were used to preview SVG files only. But it can still be useful to preview bitmap files.
