Steps to reproduce:
1. Open a blank document
2. "File > Print"
3. In the "Rendering" tab select "bitmap"
4. Click "Print"
Expected behavior: Page should print as blank white.
Actual behavior: The blank background prints as solid black.
Workaround: Add a solid white rectangle that covers the full page (and move to the bottom of the z-index if there is anything on the page you want to see).
Discussion: I'm using the raster printing backend is because the vector backend has margin offsetting problems as described in following bug: https://bugs.launchpad.net/inkscape/+bug/918319
