I have tested this personally with the latest beta for windows version and it seems to work within Inkscape. However, powerpoint, paint, and windows explorer preview all fail to clip the line in the original test SVG. At this point the problem could be argued to be a windows bug, but are you sure you haven't masked a data format problem with a rendering "fix"?
