The bug seems to still be present in 32bit dev rev 14423 on windows 10.
I'm trying to convert a pdf to emf with the following command
inkscape.exe map15k.pdf --export-emf=map15k.emf

The resulting emf file has some extra margin on right and bottom if opened in word or other MS software.

Also the dashed lines look wrong but this is probably another bug.
