If addressing correctly this issue now is too difficult then I would keep 0.91 at 90 DPI, for the same reason that everything is going to be kept in px i.e. for backward compatibility and to make the new version usable with existing documents. In this way, if I'm correct, 0.91 should not suffer of the issue this bug is about, at least as long as the above roadmap is followed.
The switch to 96 DPI would better be done when everything is ready for dealing with the transition/conversion in a clean and controlled way, assuring that no data is lost/corrupted and all users are taken by hand through the conversion of their existing documents. IMHO this has priority over anything else.
I was thinking about adding the DPI field just to make it easier to address the problem whenever the right time will come; forget about making it user modifiable for now: it was just dreaming about the (far) future (if ever).
