moving objects through hidden layers after being in root

Bug Description
Open the attached svg.
Select the curved path. Note that it is in the root layer.
Press Shift+PageDown twice, moving it into the layer "start of removing cycles removing the edge".
The curved path disappears entirely.
You need to press shift+pagedown twice for the behavior to occur. Also, the top layer must be hidden.
Seen in 0.91pre1 x64 and 0.48.4-1 x64 on Windows 8.1.

I can't make sense of the 'steps to reproduce' though provided in this report: In the provided test file _all_ layers are hidden, so it is to be expected that any object currently visible and in root disappears when moved into the next-in-stack-order (hidden) layer. With default prefs, the path already disappears after the first 'Shift+PageDown' (Move selection to layer below).
