Objects stay hidden when moving through hidden layers

Bug Description

If a visible object is moved through a hidden layer, it stays hidden.

Steps to reproduce:

1. Create a new document and add two new layers (layer 2 and layer 3)
2. Hide layer 2
3. Add a rectangle to layer 1
4. Use 'Move selection to layer above' twice on the rectangle
5. Now on layer 3, the object is still hidden

Isnt reproducable in SVN. Have to assume this has been fixed. Please reopen or refile if you can reproduce in a current SVN build

Reopening - apparently a regression was introduced current trunk and upcoming 0.48.2

AFAICT it might have been introduced by the fix for bug #249035 in r10113:
Object picking up the layer style attribute 'display:none' was
- not reproduced with 0.46, 0.47, 0.48.0, 0.48.1, 0.48+devel r10107
- reproduced with 0.48+devel r10115, r10427 and 0.48.x r9819 (0.48.2)
(tested on Mac OS X 10.5.8 (i386))

When a layer is hidden, it gets a display:none value in the style attribute.
When the object moves from the hidden layer, it inherits the display:none and keeps it wherever you move it.

I'm running KDE neon. I actually have two versions of Inkscape installed:

Default version from the repos - Inkscape 0.91 r13725
A snap package - Inkscape 0.92.1 15371

I get this bug in both programs and can reproduce every time.

I'm running:
KDE plasma version 5.9.4
KDE frameworks version 5.33.0
Qt Version 5.7.1
Kernel 4.8.0-46-generic
64bit OS

After moving through a hidden layer, the object simply disappears and you can't select it again, even if you do an elastic band select over the area where it is. It may still be there in the XMl but it's effectively gone as far as Inkscape's interface is concerned.

I have this problem in Inkscape 0.92.3, on Windows 7 Pro

As a workaround, I use Cut/Paste in Place, into the desired layer.

the bug is NOT reproduced with Inkscape version 1.1-dev (f9311a1ba8) under Arch Linux 5.4.6-arch3-1.
