I'm running KDE 4.8.5, and this does seem to be a duplicate/repeat of Bug #1109812. (I must not have gone back far enough in the bug history.) The workaround given there for placing guides functions, but the issue for deleting them still holds (they don't highlight when moused over, and pressing delete while doing so does nothing.)
