Make Measure tool measurement to be persistent

Bug Description
This is a Feature request for the measure tool.
First up, the measure tool is awesome, and super useful. However, as soon as i started using it i wanted the ruler that i was drawing with the measure tool to stay on the canvas, so i could snap multiple objects to it.
If you used the measure tool to create a "dynamic ruler", there could also be handles on the measuretool ruler that would allow the user to manipulate it after creation also.
