Bug Description
GIMP's Measure tool has a very handy, albeit not very well known feature — creating guides at the end points of the measuring line. It would be handy to have the same feature in Inkscape. If Ctrl toggles rotation constraint, then Shift and Alt would switch between horizontal/vertical guides, and a combination of the two would produce a cross of guides.
This is a bit differently in GIMP where you can drag end points after you measured something, so after initial drawing Ctrl works there for creating horizontal guides, Alt produces vertical guides and a combination of Ctrl+Alt produces a cross of guides.

The 'Shift' modifier is already taken (to reset the baseline for the measured angle - see bug #796459).
Do we need a blueprint for this tool, to coordinate the implementation of additional features?
