add option to duplicate swatch

Bug Description

sometimes i want to part from a color i am already using as a swatch and just modify it a bit to apply to another object. this would require i either use some dropper gymnastics, or some other convoluted process.. an option to "copy swatch as new" (like in the context menu when you right click, or as a button in the dialog, for example) in the swatches dialog and the swatches section of the fill and stroke dialog would solve this perfectly.

I also think this would be a useful addition to the context menu. It would allow creating a group of related swatches right in the swatch pallet.

workaround as of fix to bug #1450112

in the fill and stroke dialog, go from the swatch button, to the flat color button and back to swatch, and you have a new swatch with the exact same color.
