confirmed on Windows XP, recent development build.
If I specify the units in inches, then the spin box truncates the value. However, it appears that the rendering is probably being done correctly. If I specify 0.125 inches for offset, then the XML editor shows entries like 11.25 px, which is correct, namely 90/8 as expected. Also the preferences file shows the entry
org.inkscape.printing.marks.crop_offset = "0.125".
It appears that only the spin box display is wrong.

A temporary workaround might be to specify these values in pixels instead of inches, where 1 inch = 90 pixels.
