Not reproduced with Inkscape 0.48+devel r12196 on OS X 10.7.4 (GTK+/X11 2.24.13, GTK+/Quartz 2.24.17), using default preferences.
Do you happen to use Inkscape with floating dialogs? It is known not work with floating dialogs, already tracked in bug #1088182.
Note 1: it does not require a double-click - a single click on one of the two color swatches opens Fill&Stroke, with the corresponding tab selected, as does a single LMB on the stroke width displayed for strokes (at the right end of the stroke color swatch.
Note 2: if the dialog is already open, but minimized in the dock (inside Inkscape's main window), neither clicking on a current color swatch nor the keyboard shortcut 'Shift+Ctrl+F' will un-minimize the dialog in the dock (not supported for any dockable dialog).
