Comment 46 for bug 1131428

Same issue on Win 10 64 bit on a homebuilt desktop system (Gigabyte Sniper3 mobo, i7-3770k, 16GB RAM, 256GB SSD + 3TB spinner, 2x GTX480 in SLI). Inkscape 0.91 has worked perfectly for a month or so (in which I learned to love it) and started exhibiting this behavior two days ago. I've uninstalled the last two programs I installed (TeamViewer and an on-screen ruler app I've forgotten the name of) and rebooted but the problem persists. There was a recent Windows update (Cumulative Update 1607) but it was a few days before the problem and I don't seem to be able to uninstall it.
