Not reproduced with Inkscape 0.48.3.1 and 0.48+devel r11927 on OS X 10.7.4, based on the provided steps, using the default settings for 'Optimized SVG'.

1) Could you please provide details about which settings you used when saving as 'Optimized SVG'?
2) Did you possibly try to run a different extension (from the 'Extensions' menu) before saving as 'Optimized SVG', and could that extension actually have triggered the crash reported here?
Based on the version of Inkscape, and the content of the SVG file (id of <namedview>), this could well be a duplicate of bug #944077.

Nevermind the reference to bug #944077 - the backtrace is different.

Did you undo/redo anything before saving as, and/or modified the document properties?

Not reproduced on Ubuntu 12.10 with Inkscape 0.48.3.1 (default preferences) either.

Issue also not reproduced on vista 64 bit, Inkscape 0.48.4 with all options enabled.
No immediate crash when saving as optimised svg with trunk r12276 with all options enabled, butit seems to crash when closing inkscape after saving as optimised svg unless you wait for quite a while between saving and closing Inkscape. Not sure whether it is linked to my system...

No other actions done than loading Inkscape, opening svg, saving as optimised svg and closing Inkscape.

Not reproduced on inkscape 0.48.3.1 r9886 on debian-wheezy (default options). But:

@Kris: I have the same error when closing inkscape right after saving as Optimized SVG. It first says that "The file might be saved in a lossy format (org.inkscape.output.svg.inkscape). Are you sure you want to close without saving?" (That's a translation...). I click "Discard", wait a few moments and a message pops up: "Internal error, Inkscape is closing now".

I tried to reproduce this error using another simple drawing, but inkscape closes correctly without error. So it might be linked to the file (map.svg)?

Based on the description in comment #7, this is likely the same issue as tracked in more detail in
- Bug #967416 “inkscape crashed with SIGSEGV in file_save()”
  https://bugs.launchpad.net/inkscape/+bug/967416

Proposing to link as duplicate to bug #967416 - saving as 'Optimized SVG' can take quite a while (see also bug #616129), and quitting Inkscape before that external process has finished will crash inkscape.
