No "save as..." dialog, and save does not save

Bug Description

Clicking save causing the "saving..." status to appear for a moment on the bottom line of the InkScape window, but no .svg file is written.

Clicking "Save As..." brings up no dialog, and so not file or type can be specified. <shift><cntl>-s also does nothing.

Clicking "Save a Copy..." also does nothing.

This is InkScape 0.42.2 r9819, downloaded today.

Environment:
Windows 74, 64-bit
4 monitors through two graphics cards
18 G RAM
I-7 960

What I've tried:
1) searching drives for svg files, in case one was written where I didn't expect. No new files found.
2) Running InkScape as administrator, in case there were file permission problems
3) Uninstalling, reinstalling.
4) Uninstalling, removing all "InkScape" references from the registry, then running the installation exe as administrator

That's about it. There are no errors thrown, no crashes. I run InkScape on a different computer, also Windows 7 64-bit with a similar graphics card and "save" saves.

You can …

… download and install Inkscape 0.48.3.1 (which has this bug fixed) from
<http://sourceforge.net/projects/inkscape/files/inkscape/0.48.3.1/>
(this latest bug-fix release has not yet been officially announced because we are waiting for the packages for other platforms to be available first)

… or reset the preferences to default values (quit Inkscape, delete or rename "%APPDATA%\inkscape\preferences.xml", launch Inkscape again), and avoid saving or opening files from the root of a drive as long as you work with Inkscape 0.48.2 on Windows.

… or open a file _not_ in the root of a drive via context menu of the explorer in Inkscape ('Open with Inkscape…'), save it again after a small edit, save it as (with a new file name), and save a copy as (to reset the paths stored in the preferences file for the various save operations), and after that avoid saving or opening files from the root of a drive as long as you work with Inkscape 0.48.2 on Windows.
