Summary: Kerning pairs not working in previews, Windows

Steps to reproduce:
1. Install DejaVu Sans.
2. Run a nightly build of Inkscape on Windows.
3. Use text tool (F8) and type: "Ta AV".
4. Open text tool preview window. (Shift+Ctrl+T)

RESULTS: Text in the preview window is not kerned, unlike text in the canvas.
Intended results: Text in the preview window should be kerned, same as text in the canvas.

Additional info:
Reproduced with Inkscape 0.48+devel r11656.
* Affects preview only.
* Text in the canvas is OK.

This is the opposite of Inkscape 0.47:
* In 0.47, the text in the canvas had the bug
* In 0.47, the text in the preview was OK
