OK, it must allow it. Does not mean it should encourage it. The palette shortcuts listed here:

are

click set fill color on selection
Shift+click set stroke color on selection
mouse drag drag fill color to objects
Shift+mouse drag drag stroke color to objects

ctrl-click is NOT listed. Yet when it is typo'd in by accident, it acts like a plain click.

Should it not be rejected/ignored?

Ditto for alt-click, shift-alt-click, and so forth, all of which currently fill the selected object with the color clicked on.
