I can actually reproduce this with Inkscape 0.46 (on Mac OS X 10.5.8), so it doesn't seem to be a win32-specific issue, and has been fixed in 0.47 (and later versions).

Probably bug #243162 could be closed as 'Fix Released' and what was confirmed in comment #1 getting tracked in this report.
