Inkscape currently does not support multi-page documents due to limitations of the SVG 1.1 specification (SVG documents do not support pages natively).

As workaround, you could try to use a custom extension which simulates multi-page documents with layers (groups), and also provides an option to export a multi-page PDF (assuming the required external tools to concatenate the individual PDF pages are installed):
