this is a bug that was reported to me by Michael Springer.

Then I tried to find some help for this cause in the german inkscape forum. There was a User ~suv who told me, I should try to narrow the version, when this problem causes the first time and advised me to try to use the standard desktop theme for XP. The problem is not existend in version 10211 and causes from 10216 and all versions up.

10216 was the first build uploaded to modevia after the devlibs update (r22) of the gtkmm stack to GTK 2.22 and Glib 2.26

confirmed on Windows XP, Inkscape rev 10509, screenshot attached.
this happens with the Layers dialog, or Fill and Stroke, or Inkscape Properties dialog if they are undocked and floating. Dragging these dialogs does not cause a problem, but keeping them stationary and scrolling the Inkscape window beneath them causes the problem. Forcing a screen refresh by drawing something will remove the false images. It looks as though a screen refresh is _not_ being triggered during a scroll.

I am still seeing this problem in Windows XP, Inkscape rev 10938, devlibs rev 27. Am I missing something?

sorry, my devlibs was out of date and I didn't know it. With a new devlibs I can no longer reproduce this problem.
