Bug #590713 resembles a lot what you are seeing. Few questions:

o What kernel are you using?
o What wifi driver?
o What type, make and model of wifi hardware? (Doesn't have to be
  complete, but all information helps here).
o Does running 'cmcc scan' multiple times help finding the networks?

Wow, this is strange. Debug logs would help a lot here. Do you mind if
you could take those and attach them to the bug report? Basically you
need to run indicator-network-debug, instructions here:

If this happens only after boot it might be that indicator-network-debug
isn't enough, and it's needed to enable debug logs permanently, by
editing /etc/default/connman and WPASupplicant.service. More info in the
wiki page. (connman and wpa_supplicant logs are enough, ofono should not
affect here.)

Be careful with the debug logs so that they don't contain any
confidential information, like passwords. If this makes you feel
uncomfortable, you can also send them to me privately. I can be trusted =)
