There was even more fundamental issue. The ofono plugin was not enabled in connman and that's why 3G modems didn't work at all. I missed this because I was always using self compiled versions of connman and only tested wifi with the version from the PPA.
Chris upload connman 0.53+git.20100614t210259.168c346+dfsg-0ubuntu0.10.04.1~ind2 to the indicator-network PPA which now contains the ofono plugin. Also he uploaded 0.23-0ubuntu0.10.04.1~ind1 which has improved modem support, especially more Huawei modems are now supported.
