The template hadn't been approved to get into Launchpad. I've just gone to the source package's import queue and done the approval:

So that makes this bug Fix Released, no further changes required and translations will be shipped in the next language pack round. Nevertheless, to answer the question of why it's useful to enable translations on upstream projects - it helps with landing the translations in the upstream source tree, so that upstream projects can be tested with the translations in them. Also, due to the mixture of projects that are part of the phone, and to the difficulty of getting accurate translation stats from LP, we're using the stats site [1] to point translators to the phone translations, and to point those interested in language completion stats (e.g. OEMs) to a place where these can be read at a glance. It's not a requirement, but a nice to have to help translate Ubuntu.
