I think the indicator should have certain configuration to disable cpufreqd and take the control over the cpu frequencies. Otherwise it is just sitting there without any purpose. You can change the governor from "ondemand" to "performance" or "powersave" but is just useless because the actual governor is cpufreqd that drives the frequency to the top.

Perhaps a direct interaction with cpufreqd should be calling it's methods to control the frequency, but is adding another layer to the process, Ubuntu natty is already overloaded and (probably) affects performance.
